A petty officer third class is the first rank of petty officers. This rank is the equivalent of a corporal in the Army and the Marine Corps (higher than an Army specialist because a petty officer is equal to an NCO, which a specialist is not). A petty officer has the same rank and responsibility of a junior NCO in other branches of the military. When a sailor is promoted to the rank of petty officer he is said to be pinning on his "crow," or the eagle that accompanies the chevron on his rank. Nine months after a sailor becomes an E-3, he's eligable for promotion to E-4. However, to be promoted, the sailor must meet the promotion criteria, including several requirements to include the passing of a written exam.
